His lower jaw is too big, too thick. The bottom half of his head looks wider and bigger than the top half, and generally evil villains like that have more of an upside down triangle shape to their face, as evident in the alternate head.

Youre right, and also somehow, this just doesnt look like the Red Skull to me. I'm not sure just what it is, but there's something off about it.
