As to the general question of "Why another Venom wave?" this was very obviously planned to cash in on the movie before that got delayed to next year.

Legends is a big line. When a wave doesn't appeal to me that's fine; money saved.

Unless the costume is an overlay, I suspect the lack of Leland is because he'd need a lot of new tooling with little to no reuse potential (are there any other fat dudes in Victorian clothing?) With the Shaw body, at least they'll probably make Mastermind on it.

Everything being pushed back has likely forced them to move things around a lot so I can see why there haven’t been any new wave reveals. They had to reschedule multiple movie waves (since Eternals being delayed meant Shang-Chi and the next Spider-Man were also pushed back) and likely anything they were gonna have to coincide with the Disney+ shows too. So other than Venom they’re likely holding back on anything for X-Men and Spider-Man until a little later in the year.

I believe US Agent may be a Walgreens exclusive. Looking at the photos in the article, I think Hasbro is gonna use the boots and gloves from that Venom Cap for it.

Shang-Chi was never an A-lister by any means, but his book ran for 125 issues. https://marvel.fandom.com/wiki/Master_of_Kung_Fu_Vol_1_125 Which is sort of irrelevant in this context anyway since most audience members don't read comics anyway. Most of these characters are and have been new to them. -

Other than repaints or rereleases, what exactly? It takes a while to actually make new figures from scratch. I'd love if they'd made a proper Endgame Thor or a Quicksilver, but that's not something they could slap together and have on store shelves in just a few months.
